Siobhan R. Keenan provides complete legal services to businesses and professionals: handling administrative matters, litigating disputes and appeals before state and federal courts and counseling clients on business risk and real estate transactions, including purchases, leases, and foreclosures. Together with her colleagues and team mates at Baxter Baker, Siobhan represents manufacturers in products liability matters, professionals facing licensing challenges or charges of negligence, property owners in real estate disputes and transactions and businesses in commercial litigation and shareholder disputes. With a keen analytical mind, attention to detail, investigatory spirit and commitment to thoroughly researching the answer to any legal question, however obscure, Siobhan’s can-do attitude provides her clients with the knowledge they need to assess risks and make informed business decisions.

A Baltimore native, Siobhan is a graduate of the Bryn Mawr School, Dartmouth College and the University of Maryland School of Law. She has been practicing law with Baxter Baker for nearly 15 years. During that time, she has represented professionals before the Maryland licensing boards, tried commercial, real estate, construction and professional malpractice cases in both state and federal courts in Maryland and the District of Columbia, argued appeals before the Court of Special Appeals and submitted briefs for clients and amicus curiae before Maryland’s Court of Appeals and Court of Special Appeals.

In the last few years, Siobhan’s legal practice has been increasingly focused on real estate related matters including lease disputes, negotiation of purchase and sale agreements, and representing lenders in foreclosure proceedings. She continues to enjoy every opportunity to write on legal issues through appellate briefs and complex motions.

Prior to joining Baxter Baker, highlights of Siobhan’s legal career included clerking for the Honorable Warren J. Krug, administrative judge of the Circuit Court for Calvert County, Maryland and working as an associate with Rubin & Rubin in Rockville, Maryland, where she represented defendants in products liability matters.

Siobhan also has experience in the fields of information technology and large scale computer systems, as she worked for 7 years as a computer programmer and systems analyst at a student loan servicing company.

Outside of work, Siobhan volunteers with her local animal shelter to care for lost or abandoned animals, is the Treasurer for the Dartmouth Alumni Club of Maryland, and is a textile enthusiast and fiber artist, spinning, knitting, and weaving with natural materials. She enjoys hiking, camping, and the urban lifestyle of pot luck suppers and outdoor concerts.

Reported Opinion held that immunity for health care providers involved in involuntary psychiatric commitment process extends from application through to hearing before an administrative law judge.   • PMIG 1024, LLC v. SG Maryland LLC, Sept. Term 2016 (Md. Ct. of Spec. App., Jan. 23, 2018). Wrote underlying summary judgment motion, which was granted; prepared brief and argued case before the CSA. Unreported opinion upheld grant of summary judgment. (Business Litigation – Real Estate).

  • SG Maryland v. PMIG 1024 LLC, Circuit Court for Baltimore County, on first day of trial, obtained a favorable settlement to resolve a landlord tenant dispute involving multiple commercial properties.
