Mr. Baxter's practice includes the defense of health care providers in malpractice litigation, the representation of individual and institutional providers in peer review, licensing and credentialing matters, and general counseling of acute care facilities.

He has published on various health care law and litigation topics in such publications as the Maryland Bar Journal, the Journal of Health and Hospital Law and the Medical Staff Counselor. He has lectured locally for the Maryland State Bar Association (formaly MICPEL), and nationally for the American Health Lawyers Association on issues involving general litigation, professional liability litigation, and credentialing.

Mr. Baxter is a past President of the Maryland State Bar Association and the Bar Association of Baltimore City. He currently serves on the Baltimore City Trial Courts Judicial Nominating Commission. Mr. Baxter is a member of the American Bar Association and the American Health Lawyers Association, a Fellow of the American College of Trial Lawyers and a member of the American Board of Trial Advocates.

Mr. Baxter graduated cum laude from the University of Maryland and with honors from the George Washington University National Law Center.
